TWO SUBJECTS CHARGED AFTER VICTIM FOUND BOUND OVERNIGHT AT GROUP HOME FOR NON-VERBAL SPECIAL NEEDS ADULTS

Talbot County, MD-The Talbot County Sheriff's Office has charged Paul Horsey, a 34-year-old from Dover, Delaware, with a crime related to an incident investigated by the Talbot County Sheriff's Office Criminal Investigations Division in Trappe, Maryland.

The incident occurred on Krismor Court in Trapper, Maryland, in April 2024. Horsey has been charged with Vulnerable Adult Abuse, Second Degree Assault, False Imprisonment, and Reckless Endangerment.

Horsey was located in Delaware and placed under arrest. After his arrest in Delaware on May 15, 2024, he was extradited to Maryland and initially held without bond.

On May 21, 2024, despite disagreements from the Talbot County State's Attorney's Office, Horsey was released on a $40,000 unsecured bond. This type of bond allows the individual to be released on the promise of paying a set amount if they fail to appear for their court dates.

Another individual, Sholanda Reid, 43, of Cambridge, Maryland, was also arrested in connection with this investigation. She was similarly released on an unsecured bond amounting to $20,000.

Investigations revealed that Reid and Horsey were employees at a group home for special needs adults. These adults were non-verbal and require around the clock care.  They are accused of abusing one of the three residents, who was found on April 23, 2024, bound by his hands and feet for an estimated six hours.
