POLICE CHARGE JUVENILE WITH FATAL CRASH IN SALISBURY
Salisbury, MD - The Salisbury Police Department and Maryland State Police are investigating a single-vehicle crash that took the life of a Delmar High School student and left two others in critical condition.
On October 7, 2023, at approximately 12:30 AM, Salisbury Police Officers were dispatched to the area of S. Salisbury Boulevard and Lloyd Street in Salisbury, Maryland to investigate a single-vehicle crash.
Upon arrival, SPD officers observed a vehicle that had collided with a telephone pole on the east side of S. Salisbury Boulevard.
Officers were able to speak with the driver of the vehicle, who was identified as a 17-year-old male, and a 17-year-old male passenger.
Two other passengers, who were identified as a 17-year-old male and a 16-year-old male, were located outside of the vehicle and both were in need of immediate medical assistance.
Salisbury Fire Department EMS Units responded to the scene and transported both critically injured passengers to Tidal Health Peninsula Regional Hospital.
The Maryland State Police were contacted and responded to conduct an Advanced Crash Investigation.
As a result of the investigation, the Salisbury Police Department and the Maryland State Police revealed that a 17-year-old male was operating a motor vehicle and traveling southbound on S. Salisbury Boulevard (Rt. 13) at a speed exceeding the posted limit of 35 miles per hour.
The driver failed to control the speed of the vehicle, crossed into the northbound lanes, and collided with a telephone pole.
The vehicle was occupied by the driver and three passengers. Two of the passengers were transported by Salisbury Fire Department EMS Units to the hospital due to having critical injuries.
One of the passengers, identified as 16-year-old Carter Figgs, was pronounced deceased by medical staff due to injuries allegedly sustained from the collision. Figgs was a student-athlete at Delmar High School in Delmar, Delaware.
The other passenger remains in critical, but stable condition.
The driver was suspected of being under the influence of alcohol and was shortly thereafter placed under arrest.
The driver was later transported back to the Salisbury Police Department and, after consultation with the Department of Juvenile Services, he was released to the custody of his guardian.

- Homicide by Motor Vehicle
- Driving Under the Influence of Alcohol
- Driving under the Influence of Alcohol Per Se
- Driving While Impaired by Alcohol
- Reckless Driving, Negligent Driving
- Exceeding Maximum Speed Limit
- Failure to Drive Right of Center
- Failure to Control Speed to Avoid Collision
