DELAWARE STATE POLICE ARREST TWO INDIVIDUALS FOR ORGANIZED RETAIL CRIME
Rehoboth, DE - Shakiel Carter, 30, and Tramel Wright, 24, both residents of Delaware, have been charged by the Delaware State Police with organized retail crime and related offenses. The arrests occurred on November 16, 2024, at Tanger Outlets in Rehoboth Beach.
The trooper was initially called to the scene about a report of shoplifting at The North Face store on Bayside Outlet Drive in Rehoboth, Delaware. Upon arrival, the trooper was informed about another shoplifting incident that was actively taking place. A female suspect, later identified as Shakiel Carter, was hiding merchandise in her clothing.
An unidentified male accomplice, later recognized as Tramel Wright, had left the store prior to the trooper's arrival.
The trooper spoke with the female, who provided him with a fake name and incorrect date of birth. That female fled from the store, and entered a Honda Minivan that was occupied by a male subject and a 4-year old child.
The individuals fled the parking lot in the minivan; however were located in an adjacent parking lot fairly quickly. Both the male and female fled the Honda Minivan and left the 4-year old child unattended in the vehicle.
The male subject, Tramel Wright, was located in a nearby business with the help of nearby witnesses. He was taken into custody without any further incidents.
Wright was searched incident to the arrest and Troopers located 0.21 grams of suspected heroin in his possession.
Carter was eventually located and arrested at the ACME Markets on Coastal Highway in Rehoboth Beach, Delaware.
The minivan contained stolen items from Victoria's Secret and Under Armour Factory House, both within the Tanger Outlets. The combined estimated value of the stolen goods was over $1,700. Carter and Wright are currently in custody at Troop 7, facing multiple charges.
Carter was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and committed to Delores J. Baylor Women's Correctional Institution on a $23,050 secured bond.

- Attempted to Commit Theft - Organized Retail Crime Over $1,500 (Felony)
- Conspiracy 2nd Degree (Felony) - 3 counts
- Provide False Statement to Law Enforcement (Felony)

- Endangering the Welfare of a Child
- Resisting Arrest
- Criminal Trespass 3rd Degree
Wright was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $6,000 secured bond.
- Attempted to Commit Theft - Organized Retail Crime Over $1,500 (Felony)
- Possession of Controlled Substance Tier 1 Quantity (Felony)
- Conspiracy 2nd Degree (Felony)
Note: We are not sure what happened to the 4-year-old child. We know that the child was left in the vehicle when Wright and Carter fled. That is the only info we have about the child.
