ARREST MADE IN DUAL-STATE SEXUAL ASSAULT CASE

Laurel, DE - On April 15, 2025, the Laurel Police Department's Criminal Investigations Unit (CIU) successfully concluded a substantial investigation into a dual-state sexual assault case, resulting in the arrest of 34-year-old Jesse Frank from Laurel, Delaware.


This investigation was prompted by a report received in March 2025, alleging that Mr. Frank had committed various sexual crimes against a minor, primarily in Delaware. Further inquiries revealed that these criminal activities were ongoing and extended between the states of Delaware and Maryland.


The Laurel Police Department's CIU worked in collaboration with the Wicomico County Sheriff's Office to locate and apprehend Mr. Frank without incident.


In Delaware, he faces multiple charges, including two counts of Rape in the Second Degree, Continuous Sexual Abuse of a Child, Sexual Solicitation of a Child, eight counts of Sexual Abuse of a Child by a Person of Trust in the Second Degree, and eight counts of Unlawful Sexual Contact in the Second Degree with a minor.


Mr. Frank was arraigned by Justice of the Peace Court #2 and is currently being held at Sussex Correctional Institution, with bail set at $304,000 cash only.
